Sasi system development, conservation, lompa fish, Thryssa baelama Forsskal

Traditional knowledge and wisdom in natural resources management are considered as a traditional effort to conserve their resources. But many research indicated that traditional conservation unable to maintain natural resources both are quantity and quality. Lompa fish (Thryssa baelama Forsskål) is one kind of fish that have historical and economics value for the people in Haruku village. Migratory behavior of lompa fish’s in Haruku village’s territorial water, has been exploited by local people to harvest the fish. Traditionally, exploitation of lompa fish in Haruku village is regulated by sasi system that is a set of regulation to ban fishing activity of lompa resources which is the harvesting time. Although sasi of lompa fish was done every year, but the crop result tend to decrease. This research aimed to study lompa fish population, its habitat and its traditional management system to developed sasi system of lompa fish.

This research was conducted from September until November 2003. Data was collected by using direct perception and interview methods, including measurement of physical and chemical factor of the river, population structure of lompa fish, exploiting pattern and traditional management system of lompa fish. Interview with some key information were undertaken with Semi Structured Interviewing (SSI) technique.

This study shows the degradation of environmental quality of Learisa Kayeli river. The mean size of male fish is 10.59 cm±0,55 in length and 8.59 g±1,41 in weight (n = 150), mean size of female fish is 10.76 cm±0,59 in length and 8.98 g±1,50 in weight (n = 300). Sampling result indicated that most female fish have been spawned at the time of harvesting period. In 2003, the crop of lompa fish is equal to 12,6 ton, which is lower than in 1985 (±30 ton) and 1984 (±35 ton). Equipments and harvesting technique can cause habitat destruction of lompa fish in Haruku village. The lompa fish crop is processed by local people to dried fish and kept it to fulfill fish requirement at the season when they cannot go to the sea. Lompa fish have no other economic value except for consumption.

Sasi lompa fish system was arranged by traditional institution known as kewang and very influenced by local government and society. Social culture aspect also influences the stability of sasi system. Sasi can be told as an effort of conservation, but these rules was not adequate for its conservation purpose. Generally, sasi system represent management system for cropping, but it’s not guarantee the continuation of lompa fish. Degradation of lompa fish crop in Haruku village caused management without attention on ecological value, cultural social and economics. Strategy to develop lompa fish sasi system that have conservation value is done by expanding the main actor of sasi, stipulate the status of conservation area, straighten of law and develop exploitation pattern.
